
Cal Trans Hit With $28 Million Verdict After Pedestrian Struck by Vehicle in Unsafe Intersection

Jathan Quiroz, a minor v. California Department of Transportation, et al. (Tulare County Super Ct. No. VCU297860): On May 29, 2025 a jury rendered a $28 million verdict in favor of plaintiff Jathan Quiroz after he sustained catastrophic injuries from being struck by a vehicle on State Route 63 in Tulare. Plaintiff was in the process of crossing State Route 63 when he was struck by a vehicle traveling 40-40mph. Plaintiff sustained injuries including traumatic brain injury, a permanently disfigured leg, nerve damage and other related injuries. The plaintiff alleged a dangerous condition of property overseen by both Caltrans and the city of Tulare. A Jury ultimately attributed 90 percent liability to Caltrans, and 10 percent liability to plaintiff. Plaintiff was represented by The McClellan Law Firm. Defendant was represented by Francis M.
